Vice President of FSL Public Finance, Savas has significant experience in guiding economic development projects involving public, private and public-private financing structures. Drawing from a leadership background in both municipal operations and private business, he advises clients on approaches and strategies to structuring, negotiating and executing complex financings tailored to long-term capital and growth objectives.
Prior to FSL, Savas served as Executive Director of the Pottsville Area Development Corporation (PADCO) and Executive Director for the City of Pottsville Redevelopment Authority, where he focused on fiscal sustainability, capital planning, grant integration and strategic redevelopment initiatives. He developed municipal financial forecasts, capital improvement strategies and implemented fiscal reforms to strengthen long-term community viability.
Savas possesses comprehensive knowledge of Pennsylvania Department of Community and Economic Development (DCED) programs, including the Multimodal Transportation Fund, Local Share Account (LSA), Keystone Communities, Main Street Matters, the Neighborhood Assistance Program (NAP) and the Strategic Management Planning Program (STMP). He has also successfully partnered with the U.S. Department of Agriculture (USDA) to secure funding through programs such as the Rural Microentrepreneur Assistance Program (RMAP) and the Community Facilities Program.
In the private sector, he leads regional business advocacy and economic development initiatives as Chair of the Schuylkill Chamber of Commerce. He has also provided strategic advisory services to startups, small businesses and nonprofit organizations, while overseeing operations and financial performance of regional businesses.
Savas has been invited to testify at the federal level before the U.S. House Small Business Committee, as well as at multiple hearings before the Pennsylvania State Legislature, providing insight on small business development, economic policy and community-based financing strategies.
